This issue does seem to be different from the problems with DERBY-6413, there 
is no reference to permissions in derby.log or the error-stacktrace.out.

Note, that when I ran this test with sane classes and ibm 1.6, I did see this:

on database directory C:\derbyt\svn\tst\dtmp\system\wombat with class loader

Loaded from Access denied ("java.lang.RuntimePermission" "getProtectionDomain")
But I think this is a red herring, possibly not even related to failure, but 
looks the result of running with classes rather than jars - I do not see this 
error when I run with sane jars.
