A variation on option 2:
2') Move org.apache.derby.jdbc out of both derby.jar and derbyclient.jar into
derbyshared.jar. Have the classes in the public api forward their methods to
classes in derby.jar or derbyclient.jar. Those wrapped classes would be
instantiated via reflection in order to break the compile-time circular
dependencies.
