Rick Hillegas resolved DERBY-7019.

    Resolution: Invalid

This turned out to be an environmental problem caused by setting up a docs 
sandbox in the account which was running the tests. My CLASSPATH setter was 
pulling in libraries from the docs client and they were interfering with the 
determination of where the jaxp support was located. I have adjusted my 
CLASSPATH setting script.
