[CANCEL VOTE] 10.15.1.0 release

I am cancelling the vote on this candidate because module diagrams are 
missing from the public api doc in the bin distribution. I have logged 
https://issues.apache.org/jira/browse/DERBY-7028 to track this issue. 
Over the next week, please continue looking for more defects in the 
release candidate. When the community feels that it has flushed out all 
the defects it can for 10.15.1.0, I will post a 10.15.1.1 candidate.
