The page
http://db.apache.org/derby/releases/release-10.15.1.3.html
links to archive.apache.org for the release artifacts, but still points to
www.apache.org/dist for the hashes and sigs, so the links are broken.
Similarly for:
http://db.apache.org/derby/releases/release-10.13.1.1.html
http://db.apache.org/derby/releases/release-10.12.1.1.html
and probably many other pages
