This Java 17 change certainly seems to be running under the radar. I haven't 
seen any other discussions of this in the various Internet communities I 
participate in. Is it possible that Derby were the only Java community that had 
adopted the Java Security Manager?

Rick, do you think we should open any sort of discussion of this on the 
derby-users list, would there be any benefit to that?
