So I updated the commons/pom.xml to use the <target> element rather than the
<tasks> element. This allowed me to upload the commons (derbyshared) artifacts.
This patch does the following:
1) Updates the top level pom to refer to version 26 of the parent apache pom.
2) Updates all of the component poms to use a <target> rather than a <tasks>
element.
