If the release drops support for some Java versions, I think it's good to
highlight that, since that's something users need to take into consideration
before upgrading. Since the release notes start by saying "These notes describe
the difference between Apache Derby release 10.17.1.0 and the preceding release
10.16.1.1.", and not supporting JDK 17 is one of the differences, I think it
deserves a separate mentioning.
In releases that don't drop support for any versions, I think it's sufficient
to state which versions are supported.

I think we can add a sentence to the paragraph which currently says: "The major
feature of this release is support for Java SE 21." For example: "Versions
prior to Java SE 21 are no longer supported." Or maybe it's a bit unnatural to
list this under "New Features", and we should have another section "Removed
Features"?
(By the way, it seems to run fine with Java SE 19 and 20 too. Haven't tried 18.
But it's probably fine to state that only 21 is supported, even if it appears
to work on some older versions.)
