Create internationalization framework for network client

This sub-task is to establish the internationalization framework for the
network client. Once this is established multiple individuals could
conceivably internationalize messages in parallel. I will be creating separate
subtasks for groups of classes to have their messages internationalized, and
will make them Newcomer tasks.
