I like Regression Test Failure best of those so far. As others said
didn't really like DerbyAll as it might change names.

I'm neutral on all these. I think when presented with the list of
components, most users will pick the right thing when creating a new
bug, but maybe I'm being overly optimistic about that. It seems to me
like 97% of the bugs entered into JIRA are entered by people active on
derby-dev, so it wouldn't be much effort to correct the component
field for the few bugs entered by users that ended up having just
Regression as the component.
