For derby962 - I'll add upgrade default security mechanism logic to use
encrypted userid/password. But later, when we have the USRSSBPWD support
in derby, we can update our upgrade logic.
Maybe the order (descending) eventually could be - EUSRIDPWD ,
USRSSBPWD, USRIDPWD, USRIDONL.
ie start with default security mechanism to be EUSRIDPWD if support is
available and go downwards.
