CONGLOMERATEID is not a unique identifier for the SYSCONGLOMERATES and there is
no unique key defined SYSCONGLOMERATES.CONGLOMERATEID. Reference Manual ->
Derby System Tables -> SYCONGLOMERATES needs to be fixed to reflect that.
