So, what has changed is that all messages are internationalized, and all 
exceptions contain a valid SQL State.  Does this need more than a release note? 
 Existing application impact is that applications that test for a null SQL 
State will not get that any more.  It seems that can be part of the release 
note.

I proposed a release note as part of DERBY-254, and would like to propose we 
use that bug to track what the release note should be.  If there are no 
objections, I can close this bug with a reference to DERBY-254...
