I found description of DSS Encryption at page 315 of DRDA, Version 3, Volume 3, 
Distributed Data Management (DDM) Architecture.

In that description, there exists what may concerns about this issue.

Information for length of object, provided by encrypting side, 
would be helpful information when conbining it at decrypting side.
However, spec does not say that it is impossible to handle an Encrypted Object 
DSS in Layer B streaming.

It would be a matter of implementation whether to conduct layer B streaming for 
Encrypted Object DSS ...
