Attached is a patch with new scripts as described in the previous large comment 
for this patch, to go into the bin directory. I'm putting this here for 
discussion. If these scripts are seen as a valuable replacement, then they can 
be committed. A followup patch to add these to the -bin distribution will be 
needed. Also, there should be some discussion around the mechanics of 
deprecating the frameworks scripts if these scripts are accepted.
