If the determination is that we have to include the header in the .sql files, since they qualify as creative works, and sedding out the header isn't an option, then I'm willing to take one for the team and update all the masters as appropriate. It can't be that bad. Since the header as it appears in the master is static, it can be sedded *into* the master files, and then it's just a matter of verification.
