Jean pointed out that Cliff states in the mail that he will be making a formal
announcement of the new requirement to committers@, and that the likelihood of
a Sep. 1 in light of that is highly unlikely. So, moving this out to 10.2.2.
Once the formal announcement is made, we can readjust to the requirements in
the announcement, if necessary.
