I don't think its the way the targets are written, I think gpg + Ant +
Windows just don't play nice together. The targets work properly and
display the prompt and accept input on Linux and OS X.
Thanks for the clarification Andrew. If there is not much hope of
getting them working on Windows then it might be good for the
instructions to call that out and instruct the release manager to just
do this manually if using Windows.
