I had a hard time finding a good way to provide comments on the release notes,
but here's a patch with my comments in bold-italic. They are suggestions, I
won't object if you choose not to include any of these changes. The only real
problem, which doesn't show up in bold-italic (go figure) is that the new jar
file for running the tools is derbyrun.jar, not derbytools.jar.
