The attached patch (derby-1889v1.diff) converts the test
jdbcapi/lobStreams.java to Junit. The test is dbcapi/LobStreamsTest.java.

I have successfully run derbynetmats, derbynetclientmats, encodingTests and
jdbcapi with this patch. Can someone please review it?
