derby system privileges

I think there has already been a lot of discussion about building 
GRANT/REVOKE support for system-wide privileges like creating a database 
and initiating online backups. I'm having trouble locating this 
conversation. It doesn't seem to be linked to the master GRANT/REVOKE 
jira (464). Would appreciate pointers to the jiras and email threads on 
this topic.
