On a hunch, I suspected something might not be getting cleaned up properly from
the transaction for the DROP PROCEDURE statement. A quick test showed that if I
turned off autocommit in ij, the problem goes away. Turn it back on, it
returns. Attaching an ij script based on the description of the issue that
demonstrates this.
