I agree that those two DITA pages are a bit odd, as they refer to the 
"installer program",
when they should perhaps refer to the "distribution" or something like that.

However, I believe there *is* a index.html file in the distribution. I checked 
both
http://apache.downlod.in/db/derby/db-derby-10.2.1.6/db-derby-10.2.1.6-bin.zip  
and
http://apache.downlod.in/db/derby/db-derby-10.2.1.6/db-derby-10.2.1.6-bin.tar.gz
and both downloads contain a index.html file.

Perhaps the issue reporter can provide some more details about which download
was missing the index.html file?
