Thanks, Mamta and Dan, for clarifying what the SQL Standard says here and for 
spelling out the issues with our implementation. In order to support SQL 
collations in the future, we will need to be careful to design this so that it 
will be clear that the string columns in the system catalogs have a different 
collation than user-defined string columns.
