For a database BasicDatabase is the code that boots the data value factory and 
then the store.
So I'd assumed that data value factory is already available to the booting 
store, in recovery mode.

A similar problem already exists where the correct  data value factory has to 
be booted before recovery so that the correct implementation of the DECIMAL 
type can be loaded for recovery. See the comments in BasicDatabase around line 
174.
