derby2701.diff creates a derbytools.jar that is a lot smaller.   I have not run 
any tests, as I have not actually been able to reproduce the sealing violation 
problem on my machine.  The change is to add to the list of packages 
that this tool was already explicitly not includeing for derbytools.jar.  

If anyone can reproduce the current problem and then apply this and see if it 
fixes it, let me know.
