'derby-2646-04b-storestreamclob_utf8util.diff' is the same as version 04a,
except that the methods StoreStreamClob.getByteLength() and
StoreStreamClob.resetStoreStream() (private) were changed to honor and take
care of the encoded length in the store stream.
Committed to trunk with revision 544111.
