re: walking the acts list, Dan in DERBY-418, suggested that we recheck if the
index is within bounds.
http://issues.apache.org/jira/browse/DERBY-418#action_12430512. I can't seem to
see why this would be necessary-- Dan, am I missing something? If this is the
case, then all the routines that walk acts can be cleaned up, I think.
