Regarding the SQL standard, I think the best thing I can do is to refer you to http://en.wikipedia.org/wiki/SQL#Standardization Also, I made a mistake in my earlier mail: it is the SQL 2003 standard that standardized the OLAP operations T611 and T612, *not* the 1999 SQL standard.
