Hello

I am attaching a possible fix for the AccessControl exception that is being 
thrown.
The fix contains changing the order for the tests that are being executed in 
suites/AllPackages.java. I will log a separate issue for fixing possible
issues with the tests that might change the policy and have problem restoring 
the policy.
