A little more historical information on this issue.  
1) Army suggested I try backing all the way back to revision 81858 before 
DERBY-805 and apply the DERBY-1357 to make sure there was not a problem in 
DERBY-805 causing the issue.  I did that and found that the NPE still 
reproduced, so it looks like DERBY-805 had no effect.

2) I printed the plans before/after DERBY-1357.  query_plan.old is before 1357 
(without the NPE). query_plan.new is after DERBY-1357 with the NPE.
