Derby should use Dynamic Data format to flow small lobs by value instead of 
locator

         Environment: DRDA allows for "Dynamic Data Format" to allow lob data 
to be transferred in one of three formats according to size.
X'01' Data in QRYDTA.
X'02' Data in EXTDTA.
X'03' Data as a progressive reference.

Currently we send all lob data by locator, meaning we make at least two stored 
procedure calls per locator, one to retrieve the length and one to retrieve the 
substring. This can lead to  excessive overhead for small lobs.
