I think it is reasonable in the current system to check at create database time 
and throw an error then rather than wait until a table with a user char column 
is created.  But for an existing db I do think it is ok to delay the check 
until the actual use of the 
Collator, if we can make the error somewhat obvious to the user what is going 
on.  Do test that the error makes it to the user if we fail in recovery as 
there have been problems in the past with errors during boot getting eaten and 
the user just gets a 
could not boot message with module startup failure.
