Summary: Documentation for SYSCS_UTIL procedures should clearly state how
to specify schema name and table name correctly (was: Schema does not exist
exception for existing schema calling syscs_util.syscs_compress_table)
Changed the description of the issue to reflect that this is a documentation
bug and not a code bug.
