Thanks, Dag, I will do the commit (but not resolve the issue) and then see what 
more needs to be done.

The essential precedence information is now in the "Derby properties" topic 
(crefproper22250.html). Do you think more is needed? 

(BTW, having two topics named "Derby properties" is not good -- I should rename 
one of them.)

That's a good point about the Dev Guide. I'll have to consider whether the 
properties topics have more to do with developer tasks or admin tasks.
