Resolution: Won't Fix
After reporting this feature request, I stumbled across Derby's CREATE FUNCTION
feature which let us easily create our own SOUNDEX function that just called an
Apache Commons jar for the implementation. Very nice!
Please consider this issue closed. Thanks.
