unused build targets removed

Now that the dust seems to have settled on the build changes introduced 
by DERBY-3986, I have made another change to the build. Hopefully this 
will be less disruptive: I have removed the unused cleanparsers, 
cleancatalog, and cleantoursdb targets (see DERBY-4811) at subversion 
revision 1003124. Please let me know if this breaks your build scripts.
