Add removing the javacore* file from Derby3980DeadlockTest and add the proper 
.policy file for it.
However, due to the current behavior regarding error for  40001 or 40XL1: A 
lock could not be obtained. The test output is different from ibm jvm or sun 
jvm. There might be more work to be done to make the test more stable to be 
part of regression test. There is no change on code change for 3e patch. Suites 
and derbyall run clean on 3e patch.
