I don't think this fix should be backported in isolation. We would want to 
boost the pre-allocation range as well to retrieve the lost concurrency. Then 
we would want to warn users to always shutdown their databases gracefully in 
order to avoid leaking the longer preallocation range. Won't this fix degrade 
the concurrency of identity columns also? That might be a surprising 
consequence of upgrading to a supposedly stable bug-fix release.
