Thanks, folks. I agree with Mamta's interpretation of the standard, but I also
reasoned as does Knut. There are "todo" comments in the existing code about
moving the checks to "create table" time from insert time, but I think we can
treat that as an orthogonal issue. We could create a new issue for that?
I'll respin the patch to address Knut's other comments.
