It looks like there is consensus that this is not a bug, and that the 
DataDictionaryVersion property should only return the major.minor part of the 
version number. Resolving this bug report with resolution "Won't Fix".

In the discussion of this issue, some ideas for improvements came up:

- Documenting the DataDictionaryVersion property. I've recorded this idea in a 
comment to DERBY-4259, which tracks the request for a public interface that 
exposes the data dictionary version.

- Adding a function that sometimes returns the two-digit dictionary version 
number and other times, when it is available, return the full four-digit 
dictionary version. If someone wants such functionality to be added to Derby, 
they should file an improvement request.
