Try _JAVA_OPTIONS enviroment variable when you startNetworkServer.

This may solve your problem, though it did not mine.

Before, I was suffered in similar problem testing derby ....
Configuring locale of windows was needed to convigure JDK.

On a windows platform I believe that Derby picks up its locale based on
the locale chosen under Regional and Language Options in the control
panel. The simplest solution to your problem may just be to select
English (United States) from the Regional Options tab.
