IMHO it’s unnecessary highlighting. I mean, when giving instructions you’d say “… go to the section ‘DEVICES’ and pick a location”. A user could interpret the all-caps as “don’t be dumb and look at the right section”. ;-) Also, the indentation helps to distingish the labels from the other items.
