Given that the GSoC project didn't come through and that there's still uncertainty as to whether themes will be implemented and when, we're taking an evolutionary approach with the picker. The first step would be to implement document colors: https://bugs.freedesktop.org/show_bug.cgi?id=67995 . Having this would allow us to make broader changes to the default color palette, which we keep the same for compatibility reasons. It would also pave way for custom colors, making it possible to use a consistent set of custom colors within a document.
