I can say right now that even adding a table in a file to edit is a lot
of work. Right now all the menus are pretty hardcoded exactly as they
are, and trying to introduce pluggability of any sort means some (even
if minor) change to the infrastructure.
The one thing you could do is go edit parcels/osaf/views/main/menus.py
and edit the actual menu declarations themselves, in python.
I highly doubt this feature is in 1.0 territory, but it might make a
good project for a volunteer if someone was fired up enough about it.
