A couple of comments....

There are a bunch of bugs in Chandler right now and we have actually "turned-off" free-busy for Chandler Alpha4. You can't even generate the ticket. I am going to review all the functionality with Jeffrey to see if getting free-busy to work correctly is doable for Preview - prioritized with all the other stuff. There is some chance we might cut it altogether in which case you won't be able to generate a ticket anyhow.

Another alternative is to not have the free-busy URLs "clickable" like the other ones. This way your only option is to subscribe via Chandler.

We have had free-busy for a while now...nobody is using it. It has a bunch of bugs. We just felt that the Cosmo user doesn't really need this and we can better use that time working on other stuff.
