I agree that the best place for this feature would be in the accounts dialog, but I shudder at the idea of having to reposition things again (and bkirsch might as well). So could we add a File menu item right beneath Accounts... that says: File>>Encrypt passwords...

Yup, sounds like feature creep right now. Perhaps best to wait until we hear some user asking for the feature. :) Any thoughts Mimi?

This would be easy to do with a list of checkboxes. I can't think of any we have OOTB that would be obvious candidates. But yes, probably post-Preview.
