Public bug report changed: https://launchpad.net/malone/bugs/31450
Comment: Tag Sebastien! Well, the bug was simply that after upgrading, when logging into a gnome session there was no control panel. Fortunately there was a link to nautilus so that I could browse and find a terminal. After a bit of digging around an 'apt-get install gnome-panel' fixed the problem. It would seem that there should be a dependency if the old panel doesn't work with the newer version of the gnome desktop.
