I'm sure it's Evolution, I reproduce it this way: Click the File menu, move down the options, it stucks in the the first option (New) for awhile, then if I leave the cursor somewhere it takes a couple of seconds to get there. The same happens with other menus in the Evolution main window. I have no problem with other Evolution windows, or the toolbars.
