You have been subscribed to a public bug:

I have installed a few applications I want to load on startup. So,
eventually I find the 'Startup Programs' tab in Sessions. It's
dreadful. Upon pressing 'Add' I'm presented with a dialog where I have
to manually enter the command used to start an application as well as
it's name and summary. I can't drag and drop entries from the menu. I
can't select stuff from the menu like I can when adding to the panel.
How is somebody inexperienced to Linux supposed to use this dialog?

Why is functionality not shared with the 'Add to Panel' dialog? They
perform similar tasks (selecting application launchers) just for
different purposes.
